A Prelude to P.E.A.C.E.
P.E.A.C.E. stands for: Partnership in Economic Alliance for Community Empowerment. P.E.A.C.E is a 501(c)(3) organization that exists to lift the quality of life for children, adults, and seniors in Ypsilanti, Michigan – particularly residents in the West Willow community. P.E.A.C.E. exists to provide charitable services through education, empowerment, and economics.
Years before the existence of P.E.A.C.E., the Willow Run bomber plant was in Ypsilanti Township directly across from West Willow where P.E.A.C.E.’s soon-to-be-built community center will be constructed. The plant was developed by Henry Ford during World War II to build the B-24 Liberator military aircraft. Through Ford’s mass production principles and dedicated effort, the plant produced nearly half of all B-24s for the war, helping to secure victory for the Allies and bring peace to the world. In a reminiscent way, P.E.A.C.E. now seeks to bring holistic “peace” back to Willow Run by combining principle, community value, and effort together.
The History of The P.E.A.C.E. Initiative
Witnessing the existing systemic issues of the community, Reverend Joe Nathaniel Crout was inspired to establish The P.E.A.C.E. Initiative on January 26, 2003, to support the quality of life for residents of the West Willow community of Ypsilanti Township, Michigan. He was particularly concerned to help the community’s children and seniors have a safe space for indoor recreation, education, and birthing future community empowerment.
As the need for a community center continued, years later in 2014, the Michigan Engaging Community through the Classroom Initiative (MECC), as well as the University of Michigan’s A. Alfred Taubman College of Architecture and Urban Planning, partnered to help New West Willow Neighborhood Association (NWWNA) address its community’s needs as well as how to improve the quality of life for its residents. Results from their work demonstrated an urgent need for a community center in the West Willow neighborhood of Ypsilanti Township. The entities chronicled their insights and findings into a report called, “From Needs to Opportunities: Strategies for the West Willow Neighborhood”.
The findings of the report validated the work of The P.E.A.C.E. Initiative and the need for its community center to promote positive change. Today, The P.E.A.C.E. Initiative offers greater collaboration with sponsors and partners to make the community center become a reality. We invite you to join The P.E.A.C.E. Initiative in this effort!

Our founders are inspired to create a world in which every individual can reach their greatest potential. They established The P.E.A.C.E. Initiative to be as a vessel of positive change and light for those in West Willow community of Ypsilanti, Michigan and beyond.

Reverend Joe Crout

For more than 45 years, Reverend Crout has devoted his life to helping others. After becoming a Christian, he was ordained as a minister and led by God to start New Covenant Missionary Baptist Church, which is in the West Willow neighborhood of Ypsilanti Township. Through the work of New Covenant Church, he’s launched several youth-targeted programs, such as academic tutoring, summer camps, a community children’s choir, and more.
In addition, Reverend Crout has also contributed to local initiatives and partnerships, including Parkridge Community Center, Habitat for Humanity, and is a founding member of the Minister’s Alliance of Ypsilanti, Ann Arbor, and Vicinity. In recognition of his positive impact on the surrounding community, he was conferred an honorary doctorate degree and has received many awards, including a congratulatory letter from the then-U.S. President Bill Clinton.
Reverend Crout is a graduate of Detroit Bible College. He was born in Moundville, Alabama. After relocating to the city of Ypsilanti, Michigan as a child, he attended both Ypsilanti Public Schools and St. Paul Missionary Baptist Church in Ann Arbor, Michigan.
He is married to his lovely wife, Audrey, and together they enjoy old western movies, traveling, and spending time with their children and grandchildren.

In his role with P.E.AC.E., Reverend Crout works towards fulfilling his life purpose of equipping and empowering individuals to live more meaningful, fruitful, and joyful lives built upon truth.
In addition to his role with P.E.AC.E., he serves as the Pastor of New Covenant Missionary Baptist Church in Ypsilanti, Michigan, who is a major partner of P.E.A.C.E.
A lover of arts and the mind, Reverend Crout earned a Bachelor of Arts degree in psychology and music from the University of Michigan. He is currently completing work for a Master of Arts degree with a concentration in psychology.
In his spare time, Reverend Crout is very passionate about music performance and composition, leadership development, and communication. Reverend Crout is married to his sweetheart, Rachel. They have a fun-loving dog named, Mia.

During his career, Brown worked for General Motors and retired in 2010. Previously, after graduating from high school, he studied to become a bookkeeper and was going to be an accountant. His previous bookkeeping and accounting studies have been very valuable for him in his positions with both entities.

Helena was born and raised in Ann Arbor, Michigan. She attended Ann Arbor Public Schools and graduated from Calvin College (now Calvin University) in Grand Rapids, MI with a B.A. in Social Work and Education.
After college, she became an elementary school teacher. When her husband was drafted into the Army and sent to Vietnam, Helena returned to Ann Arbor where she began working as a Foster Care Worker for Catholic Social Services. In this role, she was responsible for placement, supervision, and needs assessment while working with foster children as well as foster parents and guardians.
When Helena and her husband decided to start a family, she left her role with the Catholic Social Services and began volunteering for Friends In Deed (FID), a nonprofit organization that strives to lift people out of poverty. After volunteering for the entity for two years, she transitioned into working for Friends In Deed full-time as its Casework Supervisor. Soon after, she was promoted to Executive Director and stayed in this role for 10 years.
In 2011, she retired from FID after 26 years of service. However, she has continued to volunteer for FID, supporting the organization’s team as needed. For example, she has regularly volunteered with the Community Team and was quite involved in the creation of FID Circles, a relationship-based program designed to break the cycle of poverty permanently.
Serving in her church and in her community are actions that Helena has continue to deeply cherish over her lifetime. She holds high value in helping others and considers doing so an expression of her faith. In her spare time, Helena is an active member of Ann Arbor First Presbyterian Church. She has been a member of the church since 1960 and has served the church in numerous capacities, including as an elder, deacon, and chair of several committees.
Currently, she is the co-chair of the Local Community Mission Team and the Social Justice Action Group.

Donald W. Strom

From a young age, Don’s work and personal philosophy has always been to deliver more than expected. He found his strengths in accounting and business consulting early in life.
Prior to starting his practice, he worked in the auditing, tax, and business consulting departments at one of Michigan’s larger firms and at a regional firm headquartered in Michigan. It was at this regional firm that he developed a specialty in healthcare accounting.
A graduate of the University of Michigan, he also attended graduate school in Taxation at Walsh College in Troy, Michigan. He has been licensed as a CPA in Michigan since 1981 and is a member of the AICPA and MACPA. Married and a father of two, Don is active in his church and the University of Michigan Alumni Society.
Don applies the same level of energy and dedication to every activity he’s involved with. That enthusiasm is the reason Don typically takes on leadership roles in organizations that are important to him, such as the Detroit Chapter of National Association of Accountants (NAA), where he received national honors during his term as president; past president of University of Michigan Alumni Clubs of Dearborn and Ann Arbor; past president and district director for Toastmasters International; past president of Livonia Chapter of Local Business Network; and former ambassador of the Livonia Chamber of Commerce.

During her time at New Covenant Church, Tingle has served as a Sunday School teacher for the Primary class for several years. Additionally, she has served on many of the church’s committees, as well as has led or been involved in many of the church’s numerous campaigns and projects.
In her career, Tingle has been a business professional with over 30 years of experience in progressive human resources roles. She is currently the Vice President of Human Resources and Community Affairs at Bridgewater Interiors (BWI). In her role, Tingle is responsible for employee and labor relations, managing community relations, and overall employee engagement.
Outside of her roles with The P.E.A.C.E. Initiative and New Covenant Church, Tingle’s community involvement activities include serving on the Board of Directors of Partnership in the Economic Alliance for Community Empowerment (P.E.A.C.E) serving as Secretary, Madison Carver Academy serving as Secretary and on the Board of the First Step organization serving as Board chair, as well as supporting many other charitable organizations in Metro Detroit.
Tingle earned a Master of Public Administration degree from the University of Louisville, a Bachelor of Science degree in Administrative Support Management from Western Kentucky University and is also certified as a Senior Professional in Human Resources thru the Society of Human Resources Management (SHRM).
When Elaine is not working, she loves youth mentorship, event planning, gardening, and spending time with family and friends.

A veteran of the United States Army, Williams studied at Washtenaw Community College and was employed by Ford Motor Company for many years until his retirement.
Beyond his vocational work, Williams was also the President of the Laymen Department of the Huron Valley Missionary Baptist District Association for 20 years, mentoring local young men in devotion, integrity, respect, and acts of community service. Williams was so effective as a leader of men and young men that he was invited to serve as Vice President of the Laymen Department for the Wolverine State Missionary Baptist Convention – a position that he held for eight years.
Williams loves people in general and especially loves children, helping in their development and growth so that they can reach their greatest potential. He has personally helped students in need through mentorship and financial assistance.
In his spare time, Williams has served on various boards and committees for and within the community. For his impact, the library at New Covenant Missionary Baptist Church has been dedicated and named in his honor.
Williams and his wife, Mildred, as of 2022, are celebrating 63 years of marriage and are still overjoyed with one another. They happily share their lives with their children, grandchildren, and great-grandchildren.
